    I. Development History
    Founded in January 1956 and formally known as Changsha Red Furnace Cold Working Plant, or Changsha Iron Plant, it was renamed as Changsha Boiler Plant in 1958. It was designated to be the leading manufacturer in the boiler industry of Hunan Province and rivet welding technology center in the Hunan Machinery Meeting in 1959. It received a governmental investment of RMB 1.84 million, and built 12,356 m2 workshops and relocated itself to Yuhuating. As the provincial and municipal key project, with governmental investment of RMB 350 million, it completed overall relocation and reconstruction in 2004 and it was renamed Changsha Boiler Plant Co., Ltd. in 2006.
    To review the development history of the Company, it can be divided into following periods:
    I. The period of planned economy. As a state-owned company, Changsha Boiler Plant carried out operations under the guidance of the state plans. Officials and workers of the plant had given full play to the spirit of self-reliance and hard work and made a great contribution to the country and the plant development.
    According to statistics, Changsha Boiler Plant had manufactured 5,634 boilers and realized 11,856.82 t/h, total profits of RMB 32,531,600, and taxes of RMB 9,045,300 by the end of 1986. Its total industrial output value reached RMB 16,231,800 in 1986.
    2. The period of conversion to market economy. Due to macro-economy, the plant went through a difficult time. However, under this circumstance, the plant focused on product structure, independently developed a series of products catering to the market and survived in violent competitions. In 1996, it turned losses into gains and the total industrial output value amounted to RMB 42 million.
    3. The period of overall relocation and reconstruction. Changsha Boiler Plant started the relocation and reconstruction from 2001, completed the construction of the living area in August 2003, and accomplished the building of the production base in 2004.
    The plant continued producing in the process of relocation and reconstruction to ensure the stability of workforce and maintain the market share. Although the production was affected by some disadvantages like a smaller production space, the production scale remained still from 2001 to 2004.
    During this period, the Municipal Party Secretary Mei Kebao and Mayor Tan Zhongchi visited the plant for inspection, and Deputy Secretary Wu Zhixiong, Deputy Mayors Zhao Xiaoming and Liu Xiaoming visited the plant and provided field guidance. The commander Xiao Xuesheng and other leaders of technical reformation headquarter of Changsha Cigarette Factory made efforts to coordinate between the cigarette factory and government departments, supervise and urge fully funds, and inspect job processing and safety. Government departments handled special cases with special methods, provided conveniences for relocation and reconstruction, powerfully boosted the progress, and ensured the timely completion of relocation and reconstruction of the new factory.
    The relocation was considered as the implementation of the Science Outlook on Development and a model plant with independent renovation, recycling economy, and scientific development was expected to be built. After that, the plant built a joint construction workshop of 48,000 m2, newly equipped itself with advanced producing and testing equipments, e.g. membrane wall built production lines, row pipe benders, planer-type automatic welding machines, large hydraulic presses, heat treatment furnaces, large power flaw detectors, fully automatic chemical analyzers, and testing machines for mechanical properties, and transformed and improved automatic pipe-bending production lines, CNC cutting machines, and large rolling machines. Therefore, the plant reached an annual production of power station boilers and industrial boilers of 4,000 t/h and parts for large power station boilers and pressure vessels of 3,000 tons of metal. Till 2006, it had created RMB 141 million of total industrial output values, over RMB 126 million of sales revenues and RMB 12 million of profits and taxes, and RMB 20 million of matching output values among corollary auxiliary equipment factories in Changsha. And it set up a positive cycle of industrial chain to drive the development of local economy.
    4. The restructuring period. Restructure started from 2000 and suspended for 3 years in accordance with the municipal government’s “Restructure in Compliance with the Requirements on Relocation”. In June 2004, according to government’s document [2002]181, the plant smoothened the labor relation of the plant and completed its reform of property rights system in August 2006, and its Implementation Plans of Enterprise Restructure was studied and approved by the Municipal Enterprise Reform Office, The plant turned into a state-owned limited company with net assets of RMB 169 million, accounting for 97.4% of total share capital, and RMB 4.52 million cash of 481 staffs, representing 2.6% of the total. The first shareholder plenary meeting of Changsha Boiler Co., Ltd. was held on March 28, 2007.
    II. Technical Innovation Achievements
    Since being the president and general manager in 2007, Peng Yicheng seized the opportunity of government’s energy-saving and environmental protection strategy, focused on market innovation and technical innovation through brand strategy, and reached a record high repeatedly in the history of Changsha Boiler Co., Ltd.
    1. Completed the R&D and manufacture of the first 130 t/h high temperature high pressure bio-fuel boiler and introduction into the market. The adopted technology preceded the domestic market.
    2. Completed the R&D and manufacture of the first 6000t/d low temperature waste heat boiler for power in cement kiln and proved satisfactory.
    3. Completed the R&D and manufacture of China’s first 900t/d waste heat boiler for power in oil float furnace. The adopted technology took the led in the domestic market.
    4. Completed the R&D and manufacture of the first 150 tons heat recovery boiler for the iron and steel plant.
    5. Completed the R&D and manufacture of the first 84MW high-capacity hot water boiler.
    6. Completed the R&D and manufacture of China’s 50t/h, 17Mpa steam injection boiler for oilfield.
    7. Completed the R&D and manufacture of China’s 20 bio-waste heat boiler and exported to Italy.
    Currently, the Company is striding forward from supplying boiler products alone to carrying out the overall project of boiler room by overall contracting.
